Check income, fuel, and weatherization.

Household income must be below 150% of state median income (SMI). Existing primary heat must use oil, propane, or natural gas, and the home must satisfy weatherization requirements. Check the official property exclusions before applying.

Choose an eligible system and installer.

Use a Clean Heat RI network installer and an eligible model; R-410A equipment is excluded in 2026. The $11,500 space-heating limit applies per address over time. Ask your installer to itemize eligible costs.

Apply before installation.

Start with the program’s Verification of Eligibility application. The subsequent incentive application has two parts: Part 1 comes before installation and provides pre-approval to secure funds; Part 2 follows installation. The equipment owner or installer can complete the application.

Keep your approvals, quote, and final installation records together. Confirm each step with the program before authorizing work.

Why this differs from federal HEAR.

Rhode Island’s energy office identifies RGGI as the current funding source for Clean Heat RI after the earlier ARPA allocation was committed. This is a distinct program with its own offer and requirements.

When comparing a contractor’s estimate, ask for the name of each incentive being applied. A general reference to government rebates does not identify which conditions your project must satisfy.

What to ask when comparing quotes.

Have each installer identify the exact heat-pump equipment, the rooms or zones served, and the work included. Ask for an itemized calculation of eligible costs, the expected incentive, and your remaining payment. Keep other discounts listed separately so the same saving is not counted twice.

Common question

Must I convert the whole home at once?

The current rules allow partial displacement, provided the heat pump becomes the primary heat in the zones it serves and the other conditions are met. Confirm the proposed design with your program installer.
