Open under updated program rules.

Efficiency Arizona continues to accept applications. The contractor pathway includes heat-pump projects; eligibility and available rebates must be confirmed through the program.

Which existing heating systems fit?

The current product guidance lists electric furnaces, electric baseboard heat, and less-efficient heat pumps as replacement candidates. It also describes heat pumps added alongside existing HVAC. Ask the program to confirm your exact configuration.

Replacing a fossil-fuel heating system with a heat pump is not allowed under this rebate pathway. Insulation and air sealing may be needed with the installation.

How household income changes the discount.

The published heat-pump schedule distinguishes households below 80% of area median income from those between 80% and 150%. The first tier can receive up to 100% of eligible product cost within the $8,000 cap; the second tier is limited to 50%, also capped at $8,000.

Ask for the complete project total, including labor, taxes, and other work. A product rebate should not be mistaken for a promise of a no-cost installation.

Use the contractor pathway for HVAC.

Begin with the official eligibility process. For heat-pump work, confirm the contractor is participating in Efficiency Arizona and ask which documents, assessment, and proposed scope are required. Keep a copy of the approved scope and the estimate showing the rebate and remaining cost.

The program also has a retail option for some purchases. A retail appliance coupon is not interchangeable with approval for a contractor-installed HVAC project.

A reservation date can change the rules.

New rebate reservations on or after September 1, 2026 follow the revised guidelines. The administrator distinguishes those projects from already-approved reservations under the earlier rules. If you have an older application, confirm its actual reservation status instead of assuming the submission date protects the old offer.

Common question

Does living in Phoenix or Tucson make me eligible?

No. Your address identifies the market, but income, property requirements, existing equipment, and project approval still determine eligibility. The same caution applies in Mesa, Yuma, and elsewhere in Arizona. Use the administrator’s eligibility process before committing to an installation.
