PROGRAM SNAPSHOT

Applications accepted statewide.

Energy Saver NC serves all 100 counties. It offers separate HEAR equipment and HOMES whole-home pathways. Start at the official program site to check your household and begin the application.

Start with household eligibility.

The program serves homeowners and renters, with landlord approval, whose household income is below 150% of area median income. The official eligibility process accounts for household size and location; a statewide dollar threshold would not describe every family.

Living in Charlotte, Raleigh, Greensboro, or another North Carolina community establishes where to look, but does not establish eligibility by itself.

The system you have now matters.

Beginning September 1, 2026, HEAR applications without a rebate reservation must follow updated rules. This pathway no longer pays for replacing gas or other fossil-fuel appliances. It permits existing electric equipment to be upgraded to more efficient electric equipment.

Insulation or air sealing may also be needed alongside a heat-pump project. Applicants do not need to diagnose those needs before applying; the program team and contractor explain what work is possible.

From application to installation.

First, complete the official household application. Once eligible, use the program’s registered-contractor finder to obtain quotes for the applicable upgrades. Ask your contractor to confirm the proposed equipment, any additional work, and the approval or reservation steps before installation.

HEAR has an overall household limit of $14,000 across eligible measures. That does not increase the separate heat-pump maximum to $14,000.

Ask for a complete written estimate.

Request the equipment model, installation scope, and any duct, electrical, or weatherization work as separate line items. Have the estimate distinguish the total price, confirmed rebate amount, and your remaining responsibility. Ask who handles the paperwork and what happens if the scope changes.

A rebate maximum is not a local installation-price estimate. Compare the proposed work as well as the final number.

Common question

What if my home uses gas heating?

The updated HEAR pathway does not fund that fuel switch. Energy Saver NC still encourages households to apply so the team can explain which improvements may fit their home. Do not assume the same replacement qualifies under HOMES; that pathway requires its own project review.
